Arquitectura de suporte à integração de serviços no governo electrónico
Doutoramento em Engenharia InformáticaO governo electrónico, além de permitir a prestação de serviços em linha,
encerra também um enorme potencial para integrar, do ponto de vista dos
clientes, os serviços dispersos da administração pública. Assim, em tese,
ele pode contribuir para centrar a administração pública nas necessidades
dos cidadãos e das empresas, respondendo a um dos principais desafios
introduzidos pelos novos modelos de gestão pública.
Nesta dissertação justificamos, definimos, discutimos e validamos uma nova arquitectura de suporte à integração de serviços no governo electrónico.
Trata-se de uma arquitectura versátil, segura e baseada em tecnologias normalizadas e facilmente disponÃveis, que suporta a implementação de pontos
únicos de acesso, de prestadores concorrentes, de múltiplos canais de atendimento e da organização por eventos da vida.
Acessoriamente, fazemos uma revisão bibliográfica das áreas da sociedade da informação e do governo electrónico, identificamos as tecnologias e
arquitecturas mais relevantes na área da integração de serviços e apresentamos um estudo de caso que inclui o levantamento de processos de uma
câmara municipal e a sua simulação usando um protótipo que respeita a arquitectura definida.Besides allowing on-line delivery of the services, electronic government also
promises to integrate these services from the client perspective. Thus, in
thesis, it can contribute to the development of a client-centred approach
in government, answering to one of the main challenges of the New Public
Management movements.
In this dissertation a new architecture that supports the integration of services in the scope of electronic government is justified, defined, presented,
discussed, and validated. The proposed architecture is versatile, secure, and
based on normalized and easily available technologies. It supports the implementation of single access points, concurrent providers, channel integration,
and life events.
Additionally, the areas of the information society and electronic government
are revised, the main technologies and architectures for service integration
are identified, and a case study is presented. The case study includes analysis
of processes in a local government institution and its simulation using a
prototype that implements the defined architecture
A decade of Portuguese research in e-government: Evolution, current standing, and ways forward
In this paper, we present an investigation of the Portuguese research on e-government. Bibliometric techniques are used to explore all the documents published by researchers affiliated to Portuguese institutions from 2005 to 2014 and listed in the Scopus® database. Research production, impact, source types, language used, subject areas, topics, scopes, methods, authors, institutions, networks, and international cooperation are analysed and discussed. We conclude that so that Portuguese research on e-government can evolve, more researchers should be involved, international cooperation should be developed, and more attention should be given to the study of the reasons behind the very good results of the country in the provision of e-government services, as measured by the international rankings. By establishing the evolution and current standing of e-government research in Portugal and exploring the ways forward, our conclusions may prove useful to e-government researchers, research managers, and research policy makers. © Copyright 2016 Inderscience Enterprises Ltd
Evaluating local e-government maturity in selected Iberoamerican countries
This paper describes an exploratory study aiming to assess e-government maturity of municipalities in selected Iberoamerican countries: Andorra, Argentina, Brazil, Chile, Colombia, Portugal and Spain. A geographical criterion was adopted to select the countries, and a demographic criterion was adopted to define the municipalities observed within those countries. Moreover, a three-dimensional maturity model was used to categorize and evaluate each municipal website. Then, we conclude that local e-government still has a substantial room for improvement in the community, or at least in the studied countries, and that population density seems to be associated with the preliminary results for local e-government maturity
Discount Coupons Dematerialization: a Comprehensive Literature Review
This article presents a comprehensive literature
review regarding digital coupon processing in its various
aspects: suppliers, retailers and customers. Current standards,
solutions and platforms available in the market and proposed
by the scientific community (research, patents, etc.) are
presented. A brief summary of the major trends in digital
coupon processing is also presented. By resuming the state of
the art in digital coupon processing, the article may be useful
both for researchers and practitioners interested in the topic
Privacy policies and practices in Portuguese local e-government
This paper contributes to the knowledge body by establishing the current situation in terms of need, adoption and advertising of privacy policies in the websites of Portuguese local authorities, and by collecting evidence of its compliance with privacy practices. Websites of all the 308 Portuguese municipalities were surveyed for the presence of privacy policies, the usage of tracking cookies and measures taken to secure user credentials. A conceptual analysis was performed on privacy policies to categorise their content. Results were compared with other international studies. It was found that only 26% of the municipalities provide privacy policy statements and many of those exhibit significant gaps considering the information that can be expected in such documents. Furthermore, evidence of non-compliance with the advertised privacy policies and the legislation was also collected. The presented conclusions are useful for both academics and practitioners in the areas of e-government, privacy assurance and local government. Copyright © 2016 Inderscience Enterprises Ltd
